To comply with UN/ECE R156 and obtain vehicle type approval, manufacturers must implement a Software Update Management System (SUMS).

How does UN/ECE R156 apply to commercial vehicles?

UN/ECE R156 applies to commercial vehicles that support software updates, including trucks, vans, buses, trailers, and certain agricultural vehicles. In simple terms, any vehicle that supports software updates falls under UN/ECE R156.

The regulation covers the following vehicle categories:
• Category M – passenger transport (buses and coaches),
• Category N – goods transport (trucks, vans),
• Category O – trailers and semi‑trailers,
• Category R – agricultural and forestry trailers,
• Category S – towed agricultural and forestry machinery,
• Category T – agricultural and forestry tractors.

For these vehicle categories, UN/ECE R156 sets mandatory requirements for how software updates must be identified, validated, recorded, delivered, and documented to ensure continued safety, cybersecurity, and regulatory compliance.

In the European Union, UN/ECE R156 compliance is linked to vehicle type approval and registration as follows:

  • From July 2024: all new whole‑vehicle type approvals must comply with UN/ECE R156.
  • From July 2026: new vehicle registrations with EU type approval generally require UN/ECE R156 certification to enable registration and market access.

For vehicle manufacturers, ISO 24089 is a practical framework and a useful way to assess supplier readiness. If a supplier is ISO 24089 certified, it can provide recognized evidence that the supplier follows structured software‑update engineering processes - often reducing the need for repeated supplier audits during the UN/ECE R156 SUMS approval journey. Manufacturers typically still need to check that the supplier’s ISO 24089 certification remains valid.
